Museum Walk – What is this Garment?

On a recent walk in a very small museum, I came across this:

I don’t know how to view stone art. But this one appealed to me aesthetically.

More importantly, the lower body garment intrigued me.

What is it?

It is unlike anything I have come across in real life or reel life.

Any clues?
